I have practiced before the California and other state insurance departments for more than thirty years. That history includes product development and approvals, market conduct examinations, disciplinary and enforcement proceedings, investments, inter-company agreements and reporting, company formations, mergers and acquisitions, and successful administrative hearings in most of these areas. Two years before Proposition 103, which formally authorizes group property & casualty insurance, was passed, for example, I secured Department of Insurance approval of the first group automobile insurance product marketed in California in the modern era. Twenty years before California law finally caught up with electronic marketplace realities, I successfully defended a Department of Insurance administrative hearing against a major insurance company holding group in which the Department sought to force the group to relocate its California subsidiaries’ securities holdings to a California depository rather than maintaining them in New York along with those of its other companies.

We have also drafted legislative proposals, testified before legislative committees, and been active in numerous legislative and initiative contests.
